Kristina Gallagher

Executive Director

Kristina Gallagher serves as the Executive Director of the Madera County Economic Development Commission (MCEDC). In this role, she leads initiatives focused on economic growth, business attraction and retention, workforce development, and strategic partnerships that strengthen communities throughout Madera County.

Ms. Gallagher brings extensive experience in public policy, local government advocacy, and community engagement. Prior to joining MCEDC, she worked at the California State Association of Counties (CSAC), where she collaborated with local governments across California to advance legislation and secure critical state funding opportunities related to housing, land use, and transportation. Her expertise in navigating California’s legislative and policy landscape has enabled her to build effective partnerships among government agencies, industry leaders, and community organizations.

Before her tenure at CSAC, Ms. Gallagher worked at Governmental Advocates, a Sacramento-based lobbying and consulting firm, where she worked with local governments, nonprofit organizations, and professional trade associations on legislative, regulatory, budget and public policy matters.

Earlier in her career, Ms. Gallagher served in the Constituent Affairs Unit under Governor Edmund G. “Jerry” Brown’s administration at the California State Capitol. In this role, she helped manage constituent affairs and casework involving the California Health and Human Services Agency and the Employment Development Department.

As Executive Director, Ms. Gallagher is committed to fostering sustainable economic opportunities, supporting local businesses, and attracting new investment to Madera County and the Cities of Madera and Chowchilla. She works closely with public and private sector partners to identify innovative solutions that enhance economic vitality and improve quality of life for residents.

In her role at MCEDC, Ms. Gallagher serves on the Board of the Madera County Workforce Development Board, is Treasurer of the Central Valley Economic Development Corporation, and is a member of the California Association for Local Economic Development. She was also appointed by the Madera County Board of Supervisors as a designated representative of the Yosemite Gateway Charter Partnership.

Ms. Gallagher holds a Bachelor of Arts degree in Political Science and International Relations from Utah State University.
